Send mass mailing to hiring partner or recruiter?

Assuming you have no "in" with the firm and no one you know to send stuff too, is it better to send/address mass mailing to a hiring partner+CC to recruiter, or send/address to recruiter alone? I've heard both.

I've only sent in stuff directly to hiring partners when I thought I didn't have anything to lose (for example, getting rejected by the firm several months prior by the recruiter) and I've gotten an interview that way. But other than that, you'd really only e-mail the hiring partner if they don't have another recruiter that you'd typically send stuff to. Happens with smaller firms, but not biglaw.
