Seems that way. From the job posting:

Class Rank Requirement:
For JDs: Top 20% class rank required (if school does not provide class rank information allowing us to determine if a student is in the top 20%, such as individual class rank or honors for students in a certain percentage of the class, at the time a selection is made, then a minimum GPA of 3.4 is required; if the school does not provide class rank or GPA at the time a selection is made, a minimum LSAT of 160 is required)

T25. I'm Top 1/3. They make it sound like a hardline requirement.

Its only a hard-line cut off top 20% requirement if you're conservative. If you have ACLU, etc. you're fine

It's not a hard requirement. Plus, many T14 schools don't rank with enough granularity to figure out whether someone is top 20%. I was selected for an interview with top 1/3 grades from a T14 a few years ago.
