Everyone keeps saying DC is the most competitive. But what if a firm's DC office has a higher interview:bid ratio than it's NY office. Is the DC office still more competitive?

Probably, but it depends on the firm. Self selection has likely caused only the people with good grades to bid the DC office, while the NYC office probably gets a lot more "reach" candidates.
Check the info on the GPAs of those who got callbacks or offers (whatever data your school provides).
