Was rejected for an interview during my first year, however, met with me during an internship and gave me his card
Should I just ask if they are looking for a clerk in the fall (will be a 3l) or if they are hiring next summer?

go for it, what do you have to lose? Just say something quick and to the point, the email should be no more than 3 sentences or so. Also say something to the effect that if he doesn't know, does he know who would.
he will probably just say something like "thanks, ill forward this over to HR"
