Keep contacting recruiter or should I call/email interviews?
Had CB for SA awhile ago but still no result. Recruiter keeps saying he will let me know soon. Should I call or email my CB interviewers for update?

You're probably on some sort of wait list which is why the recruiter is giving you some sort of run around. At this point I'd argue your odds aren't good but heckling your interviewers isn't going to get you anywhere (they probably couldn't even help or give you any info anyways).

Does the same apply for someone whose CB was almost 8 weeks ago? There isn't a local recruiter (only one at their main office in a different market). I could e-mail the assistant who set up my CB or one of the interviewers, but would it be better to wait until they make their final decision?

Call the person you interviewed with. If they haven't contacted you in a while it doesn't hurt to check in with recruiting or the assistant responsible in that office. I got owned by waitlists. I didn't get a single offer off of waitlists, and I was on about 8 of them after cb's. Perhaps your experience will be different, but my anecdotal experience was that being on the waitlist was basically a delayed rejection.
