Does applying with a firm for 1L position, which I probably won't get, hurt my chances applying with the firm for a 2L position?

No. Unless you get an interview 1L and reaaalllly mess it up in a way that makes the entire firm hate you... Firms know the market, especially for 1Ls, is weak.

FWIW, I think it actually helped me. For the firm I am going to work out this summer, when I went through the second time around, they actually remembered my cover letter from 1L and noted that my new writing sample showed my improved writing skills. Basically, it gave me lots of opportunities to show them how well I can write and present myself. I really don't think it can hurt you unless you (as mentioned above) really, really screw it up.

Also: improving between 1L and 2L (grades, writing, etc.) rather than getting worse helps.
