My intuition is that since he knows you applied to work at his firm this summer, and he directly gave you his regrets (or whatnot) that his SA program is full, I wouldn't think it inappropriate to ask directly about other DC firms that are currently still looking for summers.

I could be wrong but this statement seems to indicate that he's perfectly receptive - and offering - to talk to you about other firms still looking for SAs.He said that the summer program is full, but he'd be happy to talk with me about other firms in the area.

OP here. That's how I read it too, just wanted to make sure. Ask about other firms, but keep in mind that you're being interviewed.

Nevertheless, he's the hiring partner. Many interviews occur without the interviewee's knowledge.

Absolutely agreed. Conversation goes well, and maybe he shoots an e-mail over to his friend at firm X, says he just talked to you, and you will be in touch.
