Applying to firm outside school's interview program

I have two questions:

First, a certain firm is attending my school's interview program, but I cannot make the particular date the firm will be attending. Is is possible to apply to this firm outside of my school's summer interview program?

Secondly, is the process for applying to summer positions at law firms during your second year the same as applying the first year (send cover letter, resume, etc.)?

Thanks for any insight into these two questions.
