In my experience it's fine. Under is OK, over is not.

10pg writing sample usually means max 10pg, though you don't really want to go lower than like 5 pages or anything either since then the sample is unlikely to contain anything indicating your writing ability.

10 pages definitely means 10 page max. 7 pages is just fine!
