What if you haven't graduated yet but departmental honors are determined by GPA in the major and you're done with your major, you just simply haven't been given the award/degree yet.

Yes, it's acceptable -- whether it's wise to do so probably depends on other factors, such as how far removed from UG you are, what exactly the honor is, what if anything you have to cut from the resume to make space, what job you're applying for, etc.

For example, I kept a few UG honors/awards on the resume throughout law school even though I had a few years of experience between the two. But now that I'm a few years out of law school, I removed all UG stuff except name of school, degree, date, latin honors, major, and gpa.

Unless you are going to blow your last semester on an epic run of hookers and cocaine, then you can safely put it on there. It might behoove you to put expected, or something similar, to indicate you are on track for such and such a thing. Think about it, you are putting your degree(s) down, do you have that/those yet?

K-JD, general departmental honors, I'm not cutting anything from my resume to add this, and for general OCI purposes. With this being said, I think it makes sense to put it on there, but I just wanted some clarification from others. Thanks.
