I don't know if your chance is better at either places. I would probably mention both places but your better bet is probably in Philly.

Ditto on prioritizing Philly. You will boost your chances of getting in and perhaps after your summer you can transfer to DC. People say here that DC is really compettive. You could phrase your response as, "I really want to work at your firm for X and Y reasons. I'd be willing to work at either your Philly or DC offices for that reason."
