The answer to this question may just be obvious, but would I really have to contact each firm by its phone number to find out who I should be addressing each cover letter to? Just trying to see what others have been doing...

ALSO: I must not be understanding the concept of "overbidding." What exactly does it mean and why is it bad in some situations? Does it have to do with using up all of your possible bids for a specific OCI/job fair or whether you're applying to the same firms across several job fairs?

I just addressed each CL to the recruiting contact for that office listed on the firm's website.
