When is an ideal time to send these items to firms who will not be at my schools OCI this fall?

July 10-12. After everyone is back from any July 4 holiday and all the current SAs' paperwork is done, but before the rush of scheduling hotels and hounding interviewers for OCI.

Should the resume and cover letter be sent through mail or email? Does it Matter?

A lot of places these days only accept pdf emails anyways.
