When I was applying, I called admissions offices about a C&F issue that wasn't covered by the application questions. You can talk to them anonymously and they are very happy to answer whether or not you need to report.

Once you're in law school, there should be somebody you can talk to about reporting things to the bar. At my school certain professors and administrators are happy to help.
