LA City Attorney? That sounds cool and I'd go with it on that basis. The fact that it has potential for parlay into paying work makes it so much the better. If you are trying to stay in LA (and I'm guessing you are a Loyola or Pepperdine), you'll have better networking chances at the city atty as well; if LA is like SF, the city atty is an elected, and knows a lot of people.
Its odd that you aren't sure that you have an offer with the state at all, yet need to make a decision immediately. Without knowing more facts I'd say you should clarify what is going on and see if you can't buy yourself a week to make a decision.
