Does anyone else's firm offer this, or is it not standard practice?

It is standard practice for most biglaw firms. Usually $2-3k.

Does "start-up bonus" = salary advance, and is this something that we get to keep or is it coming out of our summer compensation?

"Bonus" suggests it is additional compensation. Why don't you ask your firm?
