Cold-Calling/Mass-Mailing Question

If you have two options from a firm's website of where to mail your materials (resume, cover letter, etc), the recruiting manager or the hiring partner, is there any advantage of mailing to one over the other? Is it considered too aggressive to e-mail the hiring partner and not go through the hiring manager?

Send it to wherever the website says to. If it offers two options, flip a coin.
