I am wondering if I should send my updated resume to my OCI interview and hand it to the interviewer or just send it out in an email to the recruiter of the firm?
Also, I didn include my gpa on my resume before due to extremely low grades, should I also give the interviewer/send out an update unofficial transcript or just put the gpa on my new resume. (which is still pretty low but a .2 or so jump)

Regardless of the wisdom of emailing (no opinion on that), you should always bring the latest version of everything to the interview (resume, transcript, writing sample), and update the interviewer if needed.
