Mulligan in Applications to Honors Program for Law Clerks

My understanding is that being a judicial clerk will give you a do-over regarding many government honors programs. I'm going to be a clerk next year at a state court. Does anyone know what the requirements are for your clerkship to qualify? Is it federal only?
