Are there any known differences between the offer rates for a normal callback via OCI vs. one obtained through mass mailing? I know this probably varies by firm, but in general is there really any difference?
Also, why do firms even use mass mailing to begin with? It seems as if they could fill their class easily with OCI.

There's no difference.
It's really difficult to get an interview through mass mailing because it is so easy for firms to just use OCI. But, once they've met you and you have your foot in the door, it doesn't make any difference how you got there.

If that's true, then why do firms call people back using mass mailing at all? Surely they can get more than enough qualified candidates through OCI, especially Vault ranked NYC firms.

Because even Vault ranked NYC firms can't do OCI everywhere. They don't want to lose out on great candidates just because they don't do OCI at the school. They have to look at mass mailed stuff to make sure they don't miss a great student they would otherwise have not seen. Even Vault ranked NYC firms want a varied class that is not just filled with students from local schools. Also they may have liked a student from a school where they do go for OCI, but because of the lottery or lack of interview slots, not have been able to see that person at OCI.
