Follow up to targeted mailings?
Leave a message if they don't answer, or keep calling periodically until you get something?

I would go with a follow-up email and then a phone call afterwards.

I wouldn't start pestering them with calls. Perhaps a follow up email thanking them for their consideration and informing them that you are happy to provide any additional information. If nothing else, it gets you a bump in their inbox.
