The grades are not necessarily distributed evenly, i.e., it isn't a given that exactly 25% of the class must be 3.5+. They could be evenly distributed, but they don't have to be. At a school like UVA, it may be that only 15% of the class getys above 3.5, in which case, it would be possible for a 3.4 student to be higher up on the food chain.
OP is basically a 3.4. Believe it or not, that's a fairly high GPA at some schools.
