i had a 4.0 first semester, and then a 3.4 the next semester. Overall GPA is now 3.6 which is still 10%.
will firms look at that negatively during OCI? i.e. will this lower my chances even though i am top 10%?

Law firms will treat you as though you have a 3.6 GPA. That's it.
