What is the protocol when contacting small firms to inquire about a 1L summer internship? Is email appropriate, or should you only snail mail? Should you make the email itself your cover letter, or construct a small email and then reference your attached cover letter and resume?

Email is completely appropriate. The recruiting contacts and hiring people at these firms are largely young professionals who are much closer to your mindset than that of a stuffy conservative partner who prefers everything to be snail mail. I use the email to just express my interest, and reference that I attached a cover letter, resume, transcript, etc.
