FBI hires both lawyers as lawyers, and lawyers as agents. CIA has office of general counsel, and I assume ICE does as well.

But, I think it would be hella frustrating to be a back-office lawyer at a supercool agency, while the agents go out and do all kinds of cool stuff

Yea that's what I'm saying..why would a person wanna be a lawyer for them? I mean nothing against being a lawyer for Uncle Sam (was thinking about JAG back in the day) but doing it for the FBI or CIA? If you're working for them you're gonna eventually wanna be out on the field...lol
