Should I even bother?

I'm wondering if people think it's even worth applying to the State Dept. Legal Adviser Honors program thing. I'm around the median at Vandy/UCLA/UT. The only thing I have going for me is that I did a full-time semester externship at a different bureau of the State Dept. and have a top secret clearance as a result. From what I've heard they tend to only consider people at the very top of their class and those at HYS.

A few hours of my time that could be spent on some other application. I'll probably apply, but I just wanted to pose the question.
