dont think you need to be...i know of one former COA clerk who was not a citizen at the time

The other thread gives the correct info. But just so you know you have a shot, a good friend clerked on the US Supreme Court while he was a citizen of another country. I don't think judges care that much if you are otherwise qualified. Said friend is now a citizen though.
