What does this email likely mean?

I received an email a couple days ago that said this:
Dear x,

I am writing to rekindle your interest in x. Although we were not able to hire you for this summer, we were very impressed with your 1L resume. We would like to hear from you again if you remain interested in clerking in X next year.

Then there was some stuff below about the firm.

Do you think this is an email to everyone that applied?
