Cravath does participate in 3L EIP. Granted, a pretty small portion of its first-year associate class did not summer there, but it's possible. Kill it during 2L, and who knows...
How easy is it in general to switch firms?
Not sure, but people do it. I know a guy who spent his summer at OMM NY but started as a first year at Skadden NY, and I know another guy who spent his summer at Wachtell but started at Cravath. I get the impression that it's relatively easy to "trade down" (assuming you have an offer from your summer firm and good reasons for wanting to switch), and it's harder (but not impossible) to "trade up." I also get the impression that 2L grades (and for litigators, clerkships) help a lot with trading up.

Haven't been getting any callbacks, so I've been emailing all the firms I interviewed with asking if I can come in anyway. Emailed each one about 8 or 9 times, then got a super ambiguous email from OCS: "You have to stop harassing the law firms you interviewed with at EIP." Not quite sure if I'm doing something wrong, please advise.

OCS doesn't care about you and often gives bad advice. If you call it quits now, you're doing it wrong. Mass mail those firms like a DDOS attack.
