I'm telling you all. OCI is randomness if you aren't on law review, from the city that the interview is for, or a URM over 178. I have gotten callbacks at places that I thought I'd never have a chance at, and rejected at places that I thought I would easily get, with an amazing interview.

Many firms yield protect. Callbacks are expensive, especially in terms of opportunity cost & lost billable time, so no sense wasting a callback on someone unlikely to come. My understanding is that Schiff has a pretty in-depth callback process, so they're probably particularly apt to YP.

Yes it definitely depends on the market I think. I know people getting callbacks to Chicago the first week of OCI but firms didn't want to schedule them until this week. Which means some firms are just starting the first round of callbacks for Chicago students.
