The offers are made by the GC's Office, reviewed by the GC.

Yeah, it was my impression at my interview that the offers are made for the program in general and then they do the best they can to accommodate the person's preferences in terms of office placement.

At my interview, they told me that offers were made on a rolling basis, so I wouldn't completely give up hope.

If I had to guess, since we know of an offer being made, I'd say that offers have gone out, and after the holidays they will send rejection emails to everyone who hasn't heard yet.
Communicate now with those who not only know what a legal education is, but can offer you worthy advice and commentary as you complete the three most educational, yet challenging years of your law related post graduate life.

In my interview, the interviewers noted concern about making offers before the fiscal cliff issue was resolved, so this could mean that things are still unresolved in HQ.
