The offers are made by the GC's Office, reviewed by the GC.

Yeah, it was my impression at my interview that the offers are made for the program in general and then they do the best they can to accommodate the person's preferences in terms of office placement.

At my interview, they told me that offers were made on a rolling basis, so I wouldn't completely give up hope.

Mine were contacted an hour after my interview. It seems like they contacted everyone's references.

If I had to guess, since we know of an offer being made, I'd say that offers have gone out, and after the holidays they will send rejection emails to everyone who hasn't heard yet.

I am glad someone else pointed this out. I would wait until someone can personally confirm their own offer before assuming the worst.

In my interview, the interviewers noted concern about making offers before the fiscal cliff issue was resolved, so this could mean that things are still unresolved in HQ.

I can see how you might be skeptical, but I can personally confirm that I have in fact seen said dude's offer letter.
