Also, a NYC biglaw firm I massmailed a week or so ago emailed me last night around 9pm to let me know that they'd be reviewing my application and would get back to me. It wasn't like this was an automatic response or anything, so why even bother wasting a few minutes sending that email when you could just look at my resume and make up your mind?! Haha.

Basically at the point where I'm waiting to hear back from 1 CB (who told me it'd take 2-3 weeks to decide, and I still have almost a week to go), but otherwise all my hopes are on whatever comes from mass mailing.

Yeah. Not having a fun time over here. I'm mass mailing (~50 so far) but doing it now seems like a fruitless endeavor, and I'm getting into levels of shitlaw I thought I would never have to consider. Basically I feel like Andy Defresne from the Shawshank Redemption during the "escape" scene...

I came very close to attending Penn. I thought Philly would be a great fallback market for Penn … is that the case?

If you're from PA, it's probably more of a fallback, but the summer class sizes are small enough that the firms can still be fairly selective. In terms of grades, the bigger shops in town can be pickier than many NYC firms: Duane, Ballard, and Dechert seem to be the most selective on this front, with Morgan not too far behind. The Penn name helps, but the firms are also eager recruit the top students from Temple, Nova, etc.
Also, for any market to be an effective fallback, you'll want a decent number of screeners to maximize your CB/offer chances. If you don't plan accordintly, I doubt you could do poorly at OCI, and then stand a decent chance of convincing a Philly firm to take you.

Some people seemed to do very well in Philly, while it seems like a lot of people struggled, probably because of the relatively low class sizes. But that seems to be how it was for OCI in general. FWIW I struck out with Philly at OCI, though I did get a screener through mass mailing (which I haven't had yet).
Philly firms really do like Penn students though. A friend at MLB Philly talked to their recruiting people for me a while ago and they basically said that they don't really care about grades when they interview Penn students, its all about personality.
