I thought the "expected" numbers were just how many people they had hired in the fall. Maybe they added someone in the spring. It doesn't mean they accidentally overhired.

The national Steptoe is actually the "fake" Steptoe (it's not fake, but it does not explicitly own it's name -- the license to the name resides with the regional Steptoe and if there is ever a true conflict, they are entitled to the name as per the agreement after the split). The DC firm split off since it was doing a different type of work.
