I assume that the meaning of "Finalist" varies among components. But does anyone have any perspective on when components call their first-choice finalists / get in touch with second-choice finalists?

Those of you fortunate enough to be selected for multiple interviews may well be a finalist for more than one component or more than one hiring office within a component. Current law students: For offers issued prior to Dec 15, you have 28 days or until Dec 30th to respond, whichever comes first. If the offer is issued after Dec 15, you get two weeks.
Law school grads: You get two weeks.
IF you have set your heart on working for Component A, receive an offer from Component B, and the respose deadline is looming, you may, at your discretion, tactfully reach out to the component contact at Component A, advise of the looming deadline, and inquire about your chances. Some are very forthcoming; it all just depends. Some may not actually know.
OCIJ is slooooow to start issuing offers. That is just how they roll. They are very deliberate about their internal process.
Other components may be faster and I expect some offers to go out before Thanksgiving. Bear in mind that the folks issuing the offers have a case load to manage and other mission requirements to meet.
There's no mandate that offers be issued by any particular time. I anticipate that a decent number will go out this week (except for EOIR) with a larger number going out the first week in December. Just a guess, not a guarantee. Once the first round offers go out, we have to wait for responses before issuing further offers. I think what matters is where they are in their process, which is hard to know from this side. If you're an alternate, then they likely need to wait to see some of their other offers resolve before making one to you. However, they also want to get the ball rolling on their primary offers, because in the event a primary declines at the end of their offer period, they will have to scramble to fill the spot only to find their alternates have started making other arrangements, or accepted a competing offer.
None of that is definitive, or anything more than probabilistic speculation, just something to chew on while you wait it out.
