JD won't announce a "scale" due to black box, but not sure what the hold up is on announcing 1st years. I wouldn't have expected them to be an early mover while trying to figure out how best to deal with the secondary cities, but this week gave us answers on most of those, now they're the last v20 or v30 or v(whatever) not to move. With recruiting bid lists due shortly at many schools, you'd have to expect something soon.

I think they just operate at their own pace. For better or for worse, they don't GAF about public perception.
