My understanding is that smaller markets may just be slower, so all hope is not lost. That being said, I think we should be mass mailing like crazy while waiting for responses.

Yes, some of the smaller markets wait to decide who to call back until they've done interviews at a bunch of schools, so you might still end up with callbacks. However, if you were primarily looking at New York (or other big markets) and you don't have callbacks yet, it's time to start plotting a path that is not dependent on a late OCI CB.
The reality is that for most small and midsize firms, government agencies, state and local governments, and in-house positions, it'll be a long time until they're hiring, but you should start making connections now and gathering info now. You have the time now.

OCP can be somewhat helpful with the fall OCI thing and the symplicity postings, but if you want to end up at a large law firm still, that is something you should pursue aggressively more or less on your own.

Would you say that this same smaller markets logic applies to branch offices of large firms? I've gotten radio silence from several of the smaller southern branch offices of larger firms that I interviewed with.
