Can't imagine any judge being too happy with someone moving to strike a brief on the argument that essentially it should have been made harder for the judge to read (no TOC/TOA).

I've gotten burned before on thankfully small stuff by not paying attention to local rules

our "local counsel" is one of my colleagues here who is barred in that district, although she is a senior associate who is recently admitted and this is her first time practicing there as well.

or, in my case, that someone will insert themselves and ask everyone else i'm working for if their matters are time sensitive and nobody really wants that

Something I've done, when the work seems to be endlessly piling on, is talk to your work friends preemptively and ask about future assistance. Say you're getting swamped and ask whether it would be alright if, when the next project comes in, you broach their name as someone who can assist. This way, you can tell the partner that you're too busy to assist at the moment, but you also have a solution so that he/she is not getting flat out turned down. Of course, don't be a dick and refer a client alert or pro bono matter to your friend pursuant to the arrangement.
With respect to the convo above about just sending the document link, I've witnessed firsthand how that could be a dangerous play. I did that a few years ago, for the reason mentioned above (so I could give it a fresh read first thing in the morning) and it turns out the partner accessed it in the interim on the plane, had internet issues or something, and everything got messed up and partially deleted. Took IT several hours the next day to track down a backup copy on the system, and we were delayed in getting the draft to the client. So, what I do now, send the link and a copy of the doc, and if you notice a typo in the morning, just email the partner an updated copy and say you had some additional ideas that you wanted to include. Be sure to wordsmith/edit a couple other parts of the brief/memo too (in addition to the typo) in case the partner runs a blackline. Plus, many people like to read docs on their iPad while in other meetings or whatever. When sending just the link they can't easily do that.
