Anyone else think TCR for 1L CB's in major markets (such as NYC) is that firms want to get a feel for the talent pool for 2L OCI? - Have heard multiple anecdotes of successful 1L interviews turn into dings w/ offers to skip the on-screen process and come back for a CB in August.

Yea - it actually benefits both the firm and candidate in the end I suppose. I guess it just makes you L O L when you thought you actually had a shot at the job at the CB.

yeah I can see this, but they could do it in other ways (e.g. invite out potentially qualified candidates for lunch w/o calling it a CB)

Lol, no. Sorry guys, but BigLaw isn't the NBA. No one is doing early scouting to put together an OCI Draft Board ranking prospective candidates. The "talent pool," as you describe it, contains no discernable relevant talent and does not change from year to year. Forced curves pretty much ensure that employers couldn't tell even if the talent pool did change yearly. You're hired based on perceived potential (determined by grades) and personality. The reason you got rejected is because you weren't exceptional enough in one, the other, or both of those categories to justify taking the risk of hiring you before seeing your full 1L performance and potentially losing you to wherever you summer your 2L year. What you're seeing now with "successful interviews" leading to rejections is just the reality of legal hiring. Firms are selective, especially with 1Ls, and it's compounded by the fact that people generally have no idea how well they interview in relation to other candidates. Even during 2L OCI, getting a callback, at most firms, translates to a 1/4-1/2 chance of getting an offer.
Firms encouraging rejected candidates to "keep us in mind next time around," or saying "we'd love to maybe hire you, just not right now. We'll keep you on file" is pretty much standard operating procedure when delivering bad news. You'll read some variation on the theme dozens of times this fall too. It's a pretty safe bet that a firm that extends the August callback to one rejected candidate, extended the same to every rejected candidate, regardless of how the CB actually went.
