I would be surprised if Covington/A&P/WH stay at 160 and become second-tier in their most major market while Skadden, K&E, GDC, Cleary, etc all go 180 in DC. I think the memo is more of a delay tactic/a signal to clients that they aren't driving the 180 bus but, when they inevitably match the aforementioned firms at 180, they "had to" to ensure the highest quality representation blah blah etc.
