Since the interview process was so decentralized, I kind of thought that too. I can't speak for HUD, but I wouldn't contact references unless I'm interested in hiring the person. That seems like a ridiculous waste of time. UNLESS I'm deciding between two candidates who are very similar and I'm hoping contacting their references would give one of them the edge to make my decision easier.

HUD has an extremely centralized process. All candidates are asked the exact same questions and interviewers are not supposed to ask follow ups (although mine last year did to "guide" me to the correct answer). I assumed they contacted everyone'a references who got an interview. No idea. I emailed my interviewer about a question a few days after submitting my geographic preferences and haven't heard back (two weeks ago). Doesn't bode well.

I interviewed at HUD HQ on 11/14, and I thought it went really well, but I haven't heard from my references that they were contacted by HUD. Do references always contact those they're providing a reference for and let them know they were contacted?
