Latham NY and LA appears to be doing some pre-oci based on what I've heard. However, I have not yet heard of any offers being extended

These schools are very different beasts with respect to Weil. Weil, like a lot of NYC-heavy biglaw firms, is generally not a significant hirer from Chicago. Yield protection. That a firm will chose not to interview you because they think they are just your "safety" and you wont really chose them and so they will be wasting an interview.
