Many of the firms do callbacks in waves. My guess is that you're still in the runnung?
I was in a similar boat when I did OCI. Always discouraged to try to read tea leaves, just mass mail. Idk if you've mass mailed yet but mass mail. Everyone should mass mail. That's dead serious. I knew people who by no means should have struck out but did strike out, even with several CBs. Mass mail.
But to answer your question 2-3 firms did that to me and every one of them ultimately rejected me or never got back to me. I do believe there are certain "hold and interview more candidate" statuses with certain firms but I think once you're on hold the odds aren't good. Not sure if that is the case with you though, as the other posted noted they may have just not gotten to you yet.
