Definitely doable, but I think it's generally correct that a 2L SA is a prerequisite, plus grades. People say you have to have an offer but I'm pretty sure I received a 3L offer where no one during the CB asked if I had an SA offer.
Tips:
Apply early. I mailed my apps around July 20 and I wish I would have done it earlier. You can always send a followup every month or so, but if you don't apply early enough you end up getting squeezed by the October 1 deadline because it can be a longer process.
If you're targeting NY but your school/SA aren't in town, schedule a trip on your own to arrive on a night early in the week and let the firms know well in advance, probably at least two weeks, that you will be in town (I would put it in both the cover letter and the email if you do it separately, after this experience I'm 99% sure no one reads the cover letter). I'd try and do this late July or early August before OCI really gets going. This way you can usually land a screener if you're qualified whereas you might not get a CB that early or at all. I don't know that I would have done this for LA/Chi but that's just because there aren't as many firms hiring as many people. Depending on how that goes, try and plan another trip for early September after OCI is winding down.
Apply to all the top firms you might be interested in because what they definitely will ask you is who else you're interviewing with. Pretty sure everywhere I interviewed asked this. I wasn't shy about telling them the specific firms. I think it makes you look safer if other comparable firms are also interested in you and it makes you look serious about accepting with one of your 3L firms.

Some additional thoughts:
1. A firm I interviewed with during 3L OCI called my summer firm to confirm that I indeed received an offer, so even if you aren't asked explicitly, there may be some follow-up behind the scenes that you may otherwise not be aware of.
2. I cannot agree more with the "schedule your trip to NYC" and tell them you're going to be there. I think this helped secure 2-3 more interviews than I otherwise would have gotten. Also, on this note, yes it would be great to be 2Ls again and have firms fly you everywhere, but if they don't you have to decide if a 1k trip is worth working at XYZ firm.

I'm still waiting on some callbacks. It has been a month for one but they insist they're still looking at candidates/not ready to ding me yet. Pretty sure I'm in a waitlist--this never really happened to me with a major firm during 2L OCI, so that's strange. The process is irregular compared to the weird standardization of 2L recruiting. Timelines vary by firms. Some basically run it like 2L OCI but most don't in my experience.
Also just incase there's any lingering confusion, "3L OCI" is really a misnomer. I think it gets used in here a lot (I know I do it) to refer to 3L recruiting generally.

Anyone know if it's more feasible to do 3L oci at another office location of a firm you're with the prior summer? I will likely be summering at a satellite of a v50 that does not have a great offer rate (ok, its Texas). if worst case scenario i get no offered (but while doing good work), will it be easier to move to a different office?

So it's been 3 weeks since my CB in a secondary market, and I've heard absolutely nothing since. I thought I would've heard after the 10/1 deadline, but nada. Anyone else in the same boat? Is this normal? Am I on some hold/wait list?

Any secondary market is probably going to take longer generally, and they might wait to see how many 2Ls they end up with. This may just be because I didn't expressly raise it, but I didn't have any firms express concern about the October 1 deadline or really even act like they were aware of it. Paul Weiss for example sent out a round of CBs on September 29th or something. So I wouldn't necessarily assume you would have heard especially if you didn't tell them about the deadline.
