This is a job in the USA, correct? Sending a picture with a resume is pretty much a requirement in much of the world.

It's not the same thing. Someone comes in for an interview and you don't hire them because they're unattractive is not a big deal bc they can't prove that's why you didn't hire them, there could be thousands of reasons for that.
You requesting a picture of someone who has applied (obviously interested, obviously looked over their resume) and then not hiring can be seen as discriminatory. I work in the Career Services office at my school and some retarded girl had a picture of herself in the upper right hand corner of her resume bc it "added a personal touch" and I remember the head of the office saying that employers wouldn't even look at the application bc it could be seen as discriminatory/showing preferences no mattter what they did (hire her or not).

I went to a meeting/interview with a management consulting firm and they did the same thing. They said when they conference call the prospective employees they like to know who they're looking at and they also made me sign some sort of waiver which basically said I will not object to my pic being taken. I'm NOT a flame.
EDIT: I decided not to attend the interview. After the position gets filled (at the end of next), I will post all the emails to this fourm with a direct link to the job advertisment.
