Is it possible? Yes. Is it easy? No. It's going to depend on where you want to work and what you want to do. The more competitive the org/position, the more gold stars you need. Generally, the people who get into those positions without clerkships served as fellows with that organization or a similar one right after law school and then transitioned immediately into a permanent impact litigation role after the fellowship.

But it may also happen if you develop expertise in a niche area that the organization needs and you either have a resume that screams public interest or you have a strong network who are respected in the impact litigation world and can vouch for you. So yes, it's doable.
