I applied essentially only for tax positions as a 3L with the NYC firms. Tax is definitely tougher to break into but I can tell you now that I'm an associate that it's worth it. With your grades you should apply widely though if you want to target tax (potentially including DC if that's an option). If you're just trying to move up rankings, then yeah, apply for corporate.
Responding to above, in my opinion your GPA might be an issue for tax (but not for corporate).

I went through 3L OCI last year, basically applying to NYC V30 in July. I had a few CBs starting toward the end of September, resulting in a couple offers. All CBs were for specific groups -- essentially those that still had a need after the firms' SAs made their decisions. So, it is much more focused than 2L SA OCI. If OP truly wants to do tax, and not just work for Skadden, then it'd be wise to cast a wider net.
