I hate admitting to knowing this much about LinkedIn, but that's because you added those skills yourself (or accepted a suggested skill) in the past. People can only endorse you without your consent if you've already added or agreed to it. Probably suggested them myself quite a while ago - don't even remember, LinkedIn was definitely different 5+ years ago.
