I'm going to biglaw in SD and I'm actually wondering if it's possible to go into the local AG office or into other govt work after a couple years

Would it be any easier to make partner at a smaller SD office of a big firm?

Probably harder. Usually you need the vote of a certain threshold of the partnership in order to be elected to the partnership. If you're an associate at a small officer, it's likely you won't get the votes since many of the partners in the bigger offices/headquarters won't be familiar with you/vouch for you. For instance, at my firm it's rare for non-NY senior associates to be elected to the partnership since they lack the connections to the hub of partners in NY for the necessary votes. Obviously, if you're inheriting a big book from a partner, then exceptions may apply.
