For firms that have more than one interviewer for a particular office: (I.e firm X Has two interviewers in separate rooms for city Y): I would be surprised if callbacks for people from the different rooms EVER go out separately. Firms coordinate this stuff heavily (at least on a per -office basis). It's almost impossible to fathom a firm's identical office giving CBs out at separate times based on which room you were in. If an office you interviewed with has done CBs, and you didn't get one, you can safely assume that door is shut.
