Considering we're supposed to attach our transcripts, should I attempt to address my low GPA from CCN in my cover letter?

Don't

Attach separately so it's easier for you to mix and match and to make it easier on someone who may only want to see one specific part of the package
I got 7 callbacks from mass mailing and always combined everything in one attachment. Think about it from recruiting's perspective: when they are getting tons of mass mails and have limited time to review each one, if they want to review each requested submission (and if they didn't, why would they request something they don't plan on looking at?), would they really want to have to open a bunch of files separately?
I got 6 (or more? don't remember exactly any more) CBs from mass mailing too and I did everything separately (or rather, cover letter as body of email and resume and transcript attached). I don't think it really matters so just do what's least likely to be error prone.

The firm will likely inform you that they are coming to your school's OCI and for you to bid to set an interview up then.

For firms that are coming to OCI--bid on them, wait until your interview schedule is released and if you didn't land an interview with that firm, then shoot them an email with CL and resume explaining you are very interested in their firm but were not able to be slotted for an interview despite bidding on them.
For firms that are coming to OCI, send an email to alumni or practice group heads, tell them you're interested in the firm/practice group, and ask if they're willing to spare a moment to talk to you.

If you're lucky you could: (a) be able to mention this interaction during the "why X firm" part of the interview, (b) learn inside information, (c) be guaranteed to be pre-select, (d) get a free meal, (e) have extra support during hiring partner meetings

Any of those is worth the time and effort. Especially if the hiring partner you've managed to network with guarantees you'll get get an interview, and then goes to bat for you when it's offer time

I would never bring up negative things in a cover letter. Always be positive. Also, and perhaps other people can weigh in here, I think you could just not send your transcript and leave your GPA off your resume.

If you're lucky, they'll ask for it anyway. If you're not lucky, they won't bother with sending a follow up email and just chuck it in the trash. There's no point in hiding the ball. Firms care about grades. IMO, don't be too up front about it (like point it out in a cover letter) but don't not put GPA and leave off transcript either.

If you leave grades off, the assumption is that they suck. If there's something legit, you might as well try to explain it in your cover letter.

As an example, I had a medical issue at the end of spring semester, and my grades dropped by .5, giving me an overall gpa below anyone's cutoffs. I addressed it in my cover letter, and while some firms didn't give a shit, some firms basically just looked at my first semester GPA (judging by my OCI schedule and CB experience)

If you have a legit reason for low grades then maybe I'd address it (haven't really thought it through to have an actual opinion on that). But if you are have just regular run of the mill low grades then I'd avoid talking about it in your cover letter. I agree that if you leave it off people will assume it sucks so in that vein, if you have at least a 3.0 then I'd include it but if you have below a 3.0 I'd lean towards leaving it off.

So it is generally ok to mass mail firms from OCIs/job fairs that you did not get an interview with via preselection/lottery?

Bump

My school has crazy cutoffs for biglaw (which I am right out of by a couple percents) and there is only preselect. Can I contact firms that are coming but I cant get an interview with?

I expect to start mass mailing next week. Should I add info (bullet points) about what I've done at my summer job, or just put that in before OCI? I've been here for about four weeks. right now its just blank.

General mass mailing question:

As a rising 2L currently mass mailing looking for a job next summer, should I still apply to firms that most likely have no summer program? Like firms with 10-30 attorneys? And, if the answer is yes, do I say that I am applying to be a "summer associate" or a "law clerk" for the following summer?
